Since when has Midsomer Murders changed from a reality show to a fictional show?

I have been under the impression that Midsomer Murders was a real life programme, showing the lives of innocent people that had all been murdered in the local village, however I heard someones conversation and they mentioned it was only fictional?! Someone enlighten me!!!
