Why cant my 4.7gb blank disc hold 4.7 gbs?

It has nothing to do with conversion. The video file you have is a low resolution file format. When the program converts it to DVD format (which is capable of much higher resolution), it takes a lot more space. A 716MB video file probably takes about 6GB after it's converted. There are programs that will shrink the file down to 4.3GB (by throwing away the "quality" that your file didn't have to start with, so there won't be any difference as far as you're concerned).
